3D topological insulators have gapless surface states that are expected to exhibit a range of interesting quantum phenomena. Plateau transition in quantum Hall effect is one such example. It may form a universality class of critical phenomena different from standard plateau transitions. We formulate a model for description of this phenomenon and make theoretical predictions.
